“Fragmentation of health governance in the occupied Palestinian territory poses a major challenge to the effective delivery of health services to the Palestinian population,” the resolution said.

“The Israeli occupation forces are responsible for respecting, protecting and fulfilling the health rights of all Palestinians living under occupation in the West Bank, including east Jerusalem and the Gaza Strip,” it said.

According to the resolution, Israel’s responsibility extends to ensuring equality and non-discrimination in the provision of health services, including non-discrimination based on race, age and gender, to support the progressive realization and ensure no regression of health rights for Palestinians under their effective control.

In addition, the resolution also states that Israel is responsible for ensuring preparedness and response to public health threats, including the COVID-19 pandemic, in coordination with the Palestinian Ministry of Health.
