JABAR EKSPRES – Football Institute founder Budi Setiawan proposes that Indonesia’s refereeing system can emulate the refereeing system implemented in England.
“In England there is a special autonomous body for referees. In one season of competition, those on duty go straight back to the office not home for recovery and evaluation. While in Indonesia the assignment is completed directly to the house, there is no evaluation,” said Budi Setiawan in a press conference at Kopi Lobi, Jakarta, Sunday.
Football Association (English FA) formed a special autonomous body for referees or Professional Game Match Officials Limited (PGMOL) which is assigned to officiate competitions ranging from the Premier League to amateur competition matches under the auspices of the FA.

PGMOL also provides supporting facilities, such as sports scientists, sports psychologists, physiotherapists, sprint trainers, podiatrists, and vision scientists specifically for referees to support their performance on the field.
For the evaluation system, PGMOL involves former senior referees and match delegates who measure referee performance based on indicators of accuracy and consistency of decision-making in each match.
“Of course in the future we hope that the two referee personnel from Japan will not only help Indonesia to create good quality referees by assignment. But also provide education to referees about what is needed to become professional referees who lead the Indonesian League,” said Budi Setiawan.

Budi Setiawan hopes that with a clear referee coaching and assignment system, it will not only lift the League ranking but also be able to penetrate to serve in international tournaments.
“We also want our referees to serve in many international tournaments both at AFC and FIFA. It is also our dream that there are Indonesian referees who lead World Cup matches,” said Budi Setiawan.
